Miss anything in Rwanda in November?

Ratio Magazine has an excellent overview of all the key Rwanda news developments in November, 2009. They seem to have all the key points covered, although I can’t remember reading anything about a fourth telecommunications operating entering the market after Tigo launched last week. I must admit, I am tempted to move operators but without number portablity it’s not a feasible option for me at the moment.
